The president of Peru, Dina Boluarte, has announced the “definitive” withdrawal of Peru’s ambassador to Mexico due to the repeated declarations of support by the Mexican president, Andrés Manuel López Obrador, for the former Peruvian president, Pedro Castillo. López Obrador described Castillo’s dismissal as a “great injustice.” Boluarte has strongly rejected López Obrador’s statements on Peru’s internal affairs and his repeated questioning of the constitutional and democratic origins of Peru’s government. Boluarte accuses López Obrador of supporting the coup d’état of former President Castillo in December 2022, which generated the unanimous rejection of Peruvian institutions and the decision of Congress to remove him from office.
Since Castillo’s dismissal, Mexico has received his family and offered them political asylum; even the former first lady asked the Mexican president to intercede before the United Nations for Castillo’s release and reinstatement in the government. In the past, other countries such as Colombia, Argentina, Bolivia, and Honduras have also failed to officially recognize President Boluarte since she replaced Castillo.
The definitive withdrawal of Ambassador Manuel Talavera places relations between the two countries at the level of chargé d’affaires, which means that there is no officially appointed ambassador and, therefore, relations between the two countries become more informal. This is an unprecedented situation in Peruvian foreign policy history over the last century.
